For the slicing, it can be done a number of ways, and no one way is correct.  I prefer to actually start from top to bottom, and work my way down.  You want to think of your layout as a series of rectangles.  So you need to go through and figure out what images you need to cut up.

Take a look at the header, I only have 3 images being used.  We have the logo, the clouds (that will repeat along the top), and then the blue stripped background that will repeat both ways.  When slicing you want to keep in mind those elements that will need to expand or repeat.  Most everything else can be disregarded (as far as text), as we will be adding that later on with the html.  I realize this is very brief, and I think I am going to work on getting a more detailed guide out on doing it.  I will also be sure to provide a more in depth description in future tutorials.

As far as your search question, that all depends on what your back end uses to search.  DeviseFunction uses WordPress so we use the default search code used with WordPress.
